Is it Indian Culture

Culture is not a short-term attitude of a section of society. When some custodians of Indian culture state that it is against our culture for women to be in pubs they are either ignorant or are deliberately lying. Indian Culture is the sum total of the Indian civilization that covers our mythologies to Chandrayan. Our culture has encompassed Sati Savitri, Draupadi, Vasavadatta, Meera, Kittur Chennamma, and the practice of devadasis.
The Q certainly doesn’t seem to be whether it’s against Indian culture for men to be in pubs. Pubs or liquor serving places have been in India from time immemorial, so that’s been part of old Indian culture. Culture has been evolving for ages to reach what we consider our current culture; it is a cultivated response, especially through education, to social changes. A century ago the percentage of women who went out and earned a living was miniscule, and the culture matched the requirements of that time, today in cities like Mangalore, Bengaluru, Mumbai etc, the percentages of working women have gone up exponentially, hence it is part of the modern culture that women and men are not mutually exclusive to society and if the society allows a pub to be operated then it is perfectly normal for women to be in pubs.
